The civil servants and managers arrested include the county and department-level officials. If someone is caught, they will be handcuffed and locked up first, and someone will be responsible for guarding them. If no one is caught, the entire government building will be controlled, and the power-seizing personnel can shoot videos as required on the spot.

2. Rules during the period of armed personnel seizing power

1. It is forbidden to injure/kill any cadres who do not resist with force. In the process of controlling officials at all levels, if there are armed resistance, the limbs of those who resist can be disabled. If the limbs cannot be disabled safely, they can be directly beheaded.

2. It is forbidden to deliberately rob, damage, or destroy the property resources of any country/enterprise/citizen under safe conditions. There are exceptions when damage and destruction cannot be avoided in the event of armed conflict.

3. It is forbidden to arbitrarily confiscate the property resources of citizens. In the event of confiscation, they need to be handed over to the new state regime and then distributed according to regulations. In the case of normal armed personnel funding expenditure, the property of the rebels and officials can be confiscated for necessary armed use, and the remaining funds will be placed in the Peace Liberation Army’s large fund pool for all armed seizure personnel to distribute.

4. It is forbidden for armed personnel to rape and molest women and intentionally injure/kill innocent Chinese and foreign citizens during the armed seizure of power. If citizens forcibly rob women, or smash and loot state/enterprise/citizen property and resources, they can be stopped by force (if they are attacked during the process of stopping, they can be killed). For example, Major General Mao Xinyu is loyal to the Peaceful regime, takes the lead in seizing the Communist regime according to the military order issued by Peace, and shoots videos as required. After successfully seizing power, the Peaceful regime will reward him with a bonus stipulated by the Peaceful Liberation Army Big Fund Pool, a leader bonus of 30 million yuan, and a lifelong Peaceful citizen.

And so on, no matter which department it is, it is the same. However, if these people are not loyal to the Peaceful regime, but obey the Soviet Communist Party's armed resistance to suppress people loyal to the Peaceful regime and ordinary people, then they can be directly arrested, detained, crippled, killed, etc. according to the situation. Then all his family's property will be confiscated and put into the Peaceful Liberation Army Big Fund Pool, and then distributed to all people loyal to the Peaceful regime according to the requirements. 2. For those who have not joined but are willing to be loyal to the Peaceful regime, those who have joined the Peaceful Liberation Army, and those who have joined the Permanent Peace Party, they can take the initiative to lead the corresponding personnel or attach themselves to the troops of other armed personnel to participate in the seizure of power according to the content of this article, and they can also get the same rewards as those who seize power by force.

3. For those who are disabled or sacrificed during the armed seizure of power, according to the instructions in "Peace Citizen Privileged Class", they will be awarded as Peace Citizens for five times for major disability, and their direct relatives and direct relatives of martyrs will be awarded as Peace Citizens twice, and the bonuses for disabled persons and martyrs will be distributed to themselves or their direct relatives.

4. There are three types of people who will appear during the armed seizure of power, namely armed seizure personnel/neutral personnel/rebels:

Rebels are those who obey the orders of the Communist Party and unite to prevent the armed personnel of the Peaceful Regime from seizing the Communist Party regime. For the armed personnel of the rebels, they may be killed or disabled on the spot. If they are lucky enough to survive, after the Peaceful Regime officially takes over China, everyone's personal or even family assets may be partially or completely confiscated, and the person will be sentenced to prison according to different circumstances, and even death penalty for serious cases.

5. For the high-level rebels of various senior military officers/police chiefs/bureau chiefs/ministers/national and deputy provincial and ministerial levels/municipal and deputy municipal and county levels, they can be arrested and detained by their superiors or subordinates among the armed seizure personnel, and their positions will be replaced by the authorized subordinates of the Peaceful Regime, and their assets can be put into the Peaceful Liberation Army's large fund pool for all armed seizure personnel to distribute.

For the officials at the state level, provincial and ministerial level, municipal and county level who were arrested by armed personnel for seizing power, if they were to pledge allegiance to the peaceful regime at the time, they would have to appear in the video holding a sign and shouting the slogan "loyalty to the peaceful regime, loyalty to the Chinese permanent peaceful country, long live democracy and freedom" three times. After that, they can be guarded by people in turn to work normally, or they can be detained for a while and then arranged after the peaceful regime successfully seizes power.

For the personnel of government departments who must be loyal to the peaceful regime, such as the Ministry of State Security, the Ministry of Public Security, the Armed Police Corps, the People's Armed Forces, the military sub-districts, the headquarters of the five major military regions, etc. If the personnel of these government departments are loyal to the peaceful regime, there is no problem of seizing control. The personnel can directly come out to shoot the building video, just to show that this department is loyal to the peaceful regime.

6. For the real-time management personnel (not including the virtual positions) of the central government, local governments, the National People's Congress, the Chinese People's Political Consultative Conference, the courts, the procuratorate administrative departments and the Communist Party Party Committee departments (non-state-owned enterprises, central enterprises and institutions, etc.) at the national level, the provincial and ministerial level, the municipal level, and the department level, if the armed seizure personnel arrest these people, they will be rewarded separately. For individuals and teams who arrest, detain, cripple or directly behead state-level officials, the reward for each state-level official is 1 billion;

For individuals and teams who arrest, detain, cripple or directly behead vice-state-level officials, the reward for each vice-state-level official is 100 million;

For individuals and teams who arrest, detain, cripple or directly behead provincial and ministerial officials, the reward for each provincial and ministerial official is 20 million;

For individuals and teams who arrest, detain, cripple or directly behead vice-provincial and ministerial officials, the reward for each vice-provincial and ministerial official is 6 million;

7. For those who are loyal to the peaceful regime and have committed corruption and bribery, the requirement to hand over 95% of the corruption and bribery in the "Eight Steps to Building a Permanent Peaceful Party" can be abolished. Now they enjoy immunity according to the following requirements:

These funds will be included in the Peaceful Liberation Army’s large fund pool and distributed to those who are loyal to the Peaceful Regime’s seizure of power.

Officials at the provincial and ministerial level who embezzle and accept bribes of less than 100 million yuan enjoy the exemption from surrendering assets, and the funds exceeding 100 million shall be surrendered to the Peaceful Regime. These funds will be included in the Peaceful Liberation Army’s large fund pool and distributed to those who are loyal to the Peaceful Regime’s seizure of power.

Vice-provincial and ministerial officials who embezzle and accept bribes of less than 50 million yuan enjoy the exemption from surrendering assets, and the funds exceeding 50 million shall be surrendered to the Peaceful Regime. Officials who are village heads who embezzle or accept bribes of less than 600,000 yuan will enjoy immunity and do not need to hand over their assets. Part of the funds exceeding 600,000 yuan will be handed over to the Heping regime. These funds will be included in the Heping Liberation Army's large fund pool and distributed to those who are loyal to the Heping regime to seize power.

IV. Rewards for armed seizure of power

1. For all those who obey the Heping (Heping No. 1 Military Order), seize power as required, shoot videos, and report videos to the Heping regime, bonuses will be distributed from the Heping Liberation Army's large fund pool in the following manner after the seizure of power is successful. The Peaceful Liberation Army's big fund pool comes from the money handed in after the exemption of corruption and bribery, and the money confiscated from rebels and their families.

If the total assets of the Peaceful Liberation Army's big fund pool handed in and confiscated are less than 20000 billion yuan, all the funds of the Peaceful Liberation Army's big fund pool will be distributed to all armed seizure personnel. If the Peaceful Liberation Army's big fund pool handed in and confiscated exceeds 20000 billion yuan, the excess will be used for the construction of free welfare for all people and the repayment of municipal bonds of various cities. Among them, who will receive the leader bonus in the "Explanation of Rewards and Honors for Peaceful Transfer of Power"? The first video provided after the formal and successful seizure of power by force will be counted. The first video received by the Peaceful Regime's email box will receive the leader bonus. The leader must appear in the video, otherwise it will not be recognized that you are the leader. Others who are not leaders will receive the bonus of the specified officers. The soldiers who did not directly participate in the armed power-grabbing operation and the soldiers who filmed and submitted videos as required will jointly share 15% of the funds in the Peaceful PLA Big Fund Pool.

For example, a colonel officer, after Heping issued a military order, took the lead in capturing one of the counties or cities in the province, city or county, and filmed all the specified government department buildings. The video was sent to Heping's email address, and the sending time was just within the first 600 colonel officer leader rewards. In addition to the funds specified in the Heping Liberation Army's large fund pool, this colonel officer can also share the colonel-level leader reward of 15 million yuan and the lifetime first-level Heping citizen. If the time of sending the video to the email address is outside the 600 colonel quotas, it can only be divided into the funds specified in the Heping Liberation Army's large fund pool, the bonus of 2.5 million yuan outside the quota and the lifetime first-level Heping citizen.

5. Instructions for video shooting of armed seizure personnel

1. For the armed forces that seized the central government, the following video shooting locations need to be provided:
