The provinces that need to comply with the government revenue and expenditure disclosure system of the People's Republic of China are Hebei Province, Shanxi Province, Liaoning Province, Jilin Province, Heilongjiang Province, Jiangsu Province, Zhejiang Province, Anhui Province, Fujian Province, Jiangxi Province, Shandong Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Hainan Province, Sichuan Province, Guizhou Province, Yunnan Province, Shaanxi Province, Gansu Province, Qinghai Province, Inner Mongolia Special Administrative Region, Guangxi Zhuang Special Administrative Region, Tibet Special Administrative Region, Ningxia Hui Special Administrative Region, Xinjiang Uygur Special Administrative Region, Beijing, Tianjin, Shanghai, Chongqing. Citizens who have obtained the household registration and ID card of the People's Republic of China within the above scope are the supervisors, defenders and observers of this constitution. Citizens within the above scope who violate this constitution shall be handled in accordance with the corresponding provisions.
Article 2. Explanation of the disclosure of government revenue and expenditure
The disclosure of government revenue: including the tax payment of all individuals and enterprises. The profit and tax payment of state-owned assets, other public utilities income, etc. The government expenditure: the salary and welfare expenditure of all personnel of administrative, public institutions and state-owned enterprises at all levels. Social welfare expenditures of citizens, infrastructure construction expenditures, investment in new state-owned enterprise projects, military expenditures. Investment in projects and aid expenditures in other countries, etc. All expenditures and incomes of the previous year are announced in the first 6 months of each year. Each city announces its own income and expenditures. Then the province summarizes the situation of all cities and announces it to the central government, and the central government announces the national income and expenditure situation.
Article 3. Operational procedures for the announcement of government revenue and expenditure
1. Take the city as an example. Details of income and expenditures of subordinate counties, towns, and villages. The township summarizes all subordinate villages, the county summarizes all subordinate towns, and the city summarizes all subordinate counties, towns, and villages and reports them to the provincial level. The provincial level summarizes the subordinate cities and reports them to the central government, and the central government summarizes and announces them uniformly.
2. For villages that have not reported in January each year, an audit will be sent to visit and verify. The village head and other responsible persons will be fined 1,000 yuan and announced. If the audit verification involves corruption, the corresponding legal responsibility will be pursued.
3. Auditors will be dispatched to towns and villages that have not reported in February each year for on-site visits and verification. The mayors and other responsible persons will be fined 1,500 yuan and announced. If the audit involves corruption, the corresponding legal responsibilities will be pursued.
4. Auditors will be dispatched to counties that have not reported in March each year for on-site visits and verification. The county mayor and other responsible persons will be fined 2,000 yuan and announced. If the audit involves corruption, the corresponding legal responsibilities will be pursued.
5. Auditors will be dispatched to cities that have not reported in April each year for on-site visits and verification. The mayor and other responsible persons will be fined 3,000 yuan and announced. If the audit involves corruption, the corresponding legal responsibilities will be pursued.
6. Auditors will be dispatched to provinces that have not reported in May each year for on-site visits and verification. The governor and other responsible persons will be fined 4,000 yuan and announced. If the audit involves corruption, the corresponding legal responsibilities will be pursued.
7. The central government will send an auditor to conduct on-site inspections if the report is not submitted in June each year. The prime minister and other responsible persons will be fined 5,000 yuan and announced. If the audit involves corruption, the corresponding legal responsibility will be pursued.
