Article 1. Provinces, cities, counties and regions to be observed

The provinces that need to comply with the free social welfare system of the Permanent Peaceful State of China are Hebei Province, Shanxi Province, Liaoning Province, Jilin Province, Heilongjiang Province, Jiangsu Province, Zhejiang Province, Anhui Province, Fujian Province, Jiangxi Province, Shandong Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Hainan Province, Sichuan Province, Guizhou Province, Yunnan Province, Shaanxi Province, Gansu Province, Qinghai Province, Inner Mongolia Special Administrative Region, Guangxi Zhuang Special Administrative Region, Tibet Special Administrative Region, Ningxia Hui Special Administrative Region, Xinjiang Uygur Special Administrative Region, Beijing, Tianjin, Shanghai, Chongqing. Citizens who have obtained the household registration and identity card of the Permanent Peaceful State of China within the above scope are the supervisors, defenders and observers of this constitution. Citizens within the above scope who violate this constitution shall be subject to the corresponding provisions.

Article 2. Specific provisions of free social welfare

All Chinese people can enjoy free newborn protection, protection for young children to teenagers, free education, free discounted medical care, free housing, free old-age protection, free protection for the disabled, and free crematorium and cemetery services. All free resources have corresponding management rules, which are roughly as follows based on the existing national resources.

Article 3. Free childbirth protection

1. All citizens aged 0 to 5, if they live with their parents, will receive child support and education insurance from their parents, 800 yuan per parent, 1,600 yuan per month, until the child is 5 years old or the balance of the child support and education insurance is used up.

2. All citizens aged 0 to 5, if sent by their parents to live in an infant service center, can live there until their 5th birthday, with free food and accommodation during the period, and professional caregivers will take care of them 24 hours a day, and the child support and education insurance of either spouse will pay a total of 800 yuan per child per month. If the couple does not pay for child support and education insurance, one child will pay 800 yuan per month to the National Infant Service Center at their own expense until the age of 5.

3. After the birth of a child, both parents can receive the remaining balance of maternity insurance in one lump sum. If the mother dies unexpectedly when the child is born, the husband, parents or children will receive the maternity insurance compensation of 20,000 yuan. If there is no direct relative, the fee will not be paid, and the child will be sent to the infant service center for living.

Article 4. Protection of young children to teenagers

1. All citizens aged 5 and above, if they live with their parents, will receive 800 yuan per parent for child support and education insurance, 1,600 yuan per month, until the child graduates from school or the balance of child support and education insurance is paid out.

2. All citizens aged 5 and above who have joined the workforce will be sent to the young children and youth service center for education and living by their parents or grandparents. Parents or grandparents can visit them frequently or buy snacks and other additional daily necessities for their children. If you are admitted to various schools after graduating from junior high school, you can continue to study including high school, college, graduate school, doctoral degree, etc. (You cannot repeat a grade. If you fail to pass the exam in the middle, you must go to work). Until leaving school and joining the workforce, you can also work and study to earn living expenses to improve your life.

3. If both spouses are working and have individual businesses, the children can enjoy free food, clothing, housing and transportation during their studies, and use the child support and education insurance of both parents to pay 800 yuan per child per month. If the couple does not pay for child support and education insurance, one child pays 800 yuan per month to the National Youth Service Center at their own expense, from the time the child studies to the time they join the workforce.

4. If it is proven that both parents have died and become an orphan, you can stay in the infant, young children, and youth service center according to your age until you graduate and join the workforce, and you will receive free education and living during this period.

Article 5. Free education

Every citizen over the age of 5 can receive free education services from the state, and the cost of education is included in the child support and education insurance. The standard food, clothing, housing and transportation during the education period are borne by the state. According to their own learning ability, 9 years of compulsory education is required. In addition, students who cannot pass the examination and graduate during the education promotion stage can go to work, and those who have the ability to pass the examination and graduate can study until they get a doctorate degree before joining the workforce. All of these are free to study and include food and accommodation. After graduation, you can go to work in the field you are good at, and contribute a little to the happiness of the whole people and your own life.

Article 6. Free and discounted medical services

1. If Chinese citizens do not use the balance of their medical insurance cards to pay, they can enjoy 50% off outpatient, hospitalization, major illness and other medical services. Ordinary Chinese citizens can enjoy 20% off outpatient, hospitalization, major illness and other medical services using the balance of their medical insurance cards. If there are no direct relatives or other people to help pay for medical expenses (students and children can overdraw their expenses to register for medical treatment), they can return the discounted fees to the country after they work and make money. Chinese peaceful citizens can enjoy 10% off outpatient, hospitalization, major illness and other medical services using the balance of their medical insurance cards. Those who are unable to take care of themselves or unconscious can use nursing insurance to pay for nursing care. Free and discounted medical services can only be diseases that the hospital has determined need to receive services. Ordinary colds, fevers and other minor illnesses cannot be counted as discounted medical services to prevent the excessive occupation of national medical resources. Registration fees are not discounted, and the exempted part is not discounted. If you need minor illnesses, you can choose to pay for them and enjoy affordable services. For specific minor illness classifications, you can check the corresponding list.

2. Injured people, sick people, mentally ill people, and people without self-awareness (signed by family members) can apply for euthanasia. Normal people who apply for euthanasia need to wait for a one-month cooling-off period. After the cooling-off period, those who still want euthanasia can receive euthanasia services. Euthanasia services require a fee of 10,000 yuan. All citizens can voluntarily choose free euthanasia. Each city will set up a euthanasia video evidence retention and execution center, and each county/city tertiary hospital will set up 3 euthanasia rooms. The euthanasia video evidence retention and execution center and euthanasia room need to have a national unique background number. The video background needs to have the city name, hospital name, and room number for video evidence retention and execution (for euthanasia of seriously ill people or people without self-awareness). Euthanasia instruction video evidence needs to be uploaded to a national unified data platform for free viewing by people across the country. Enter the ID number of the euthanasia person to view the person's euthanasia recorded video instructions. Each euthanasia person's recorded video instructions are kept for 2 years and cleared after 2 years. Any questions about euthanasia personnel need to be resolved within 2 years, and no more processing will be done after the deadline.

Article 7. Euthanasia operation process

1. Normal people, people with mild illnesses, and people who are self-aware and can speak, first go to the euthanasia center to record voluntary euthanasia video evidence (including name/ID number/voluntary euthanasia time and instructions). At least 1 doctor or 1 euthanasia center staff member must appear in the video at the same time during the video recording. When the euthanasia time specified in the video is reached, the euthanasia service can be performed.

2. Severely ill people, people who have no self-awareness and cannot speak, first go to the euthanasia video evidence retention and execution center or the euthanasia room of a tertiary hospital, accompanied by at least 2 attending doctors and more than 1 direct relative to record the video. Those who can speak voluntarily record the euthanasia video evidence (including name/ID number/voluntary euthanasia instructions). Those who cannot speak can have their direct relatives record the euthanasia video evidence on their behalf and the video of the doctor's specific explanation of the condition. When the euthanasia time specified in the video is reached, the euthanasia service can be performed (the video recording is not recorded by the person speaking for at least 7 days before the euthanasia service can be performed).

Article 8. Free housing property

1. All citizens over the age of 18 can apply for a free house for marriage. Both men and women need to register for a marriage certificate first, and then draw lots for houses in the cities where either man or woman is registered. Free houses have no property rights and cannot be bought or sold. They can only be lived in and rented out. They belong to the common ownership of the whole people, and each citizen can voluntarily choose once in his or her lifetime. After that, you need to pay for affordable rent to change houses, or you can pay for affordable rent first without occupying the free property quota, and then use free housing according to your own needs later. Paid affordable rent is a national resource. As long as you pay the fee normally, no one will chase you away. You can rent it until you go to a free nursing home or die. According to the ID card registration, a person who registers to live in a house with other people is counted as one time, and you can choose to draw lots to choose a house in the city where your household registration is located. According to the existing housing resources: the housing area for two people is set between 20 square meters and 50 square meters, the housing area for three or four people is set between 51 square meters and 90 square meters, and the housing area for five or six people is set between 91 square meters and 130 square meters. If you go to the free elderly care center, the house you live in will be taken back to the national real estate pool. You need to clean the house yourself. If the hygiene is not up to standard, you cannot go to the free elderly care center or pay a cleaning fee ranging from hundreds to thousands. If the house is damaged, you will bear the repair fee (excluding depreciation). The cleaning fee is to prevent some citizens from not cherishing the house and wasting the national real estate resources.

2. If a citizen family wants to experience life in other cities, they can choose to rent the house allocated under their quota to others to earn living expenses. They can rent other people's houses, hotels, national affordable real estate, etc. in other cities.

3. Citizens are responsible for various repair fees, damage fees, property fees, water and electricity fees, gas fees, broadband fees, cleaning fees, etc. incurred during the free house.

Article 9. Free pension security

1. All citizens can enjoy free basic pension security, limited to those over 65 years old. If you choose to live alone or with your family, you can receive 600 yuan of living expenses every month (you must receive it in person, or you can verify it on your mobile phone and then deposit it into your card). People over 65 can also choose to work in a workplace dedicated to the elderly to make money to improve their lives.

2. If you think you are inconvenient to move or have no family to live with, you can apply to live in a universal elderly care community center, with free food and accommodation until you die, and cancel the 600 yuan living expenses you previously lived with your family. During this period, you can also work in a workplace dedicated to the elderly to make money to improve your life. Those who are unable to take care of themselves or unconscious can use nursing insurance to pay for nursing care. In addition, if you worked when you were young and the company helped you pay for all the pensions, you can receive a pension of 1,500 yuan every month after retiring at the age of 65 until all the insurance money paid by the company is collected.

3. All citizens are temporarily scheduled to retire at the age of 65. Citizens over 65 years old can enjoy free pension.

Peaceful citizens can enjoy free pension benefits according to their level. Only those who have obtained the privileged status of Peaceful citizens with a lifetime validity period can enjoy the free pension benefits exclusive to Peaceful citizens.

4. The premise of free pension is that any of the following items are achieved: office workers must pay 6 insurances for more than 400 months before the age of 65. Individual self-employed occupations must accumulate a total profit of more than 4 million yuan before the age of 65. Business owners must accumulate a total profit of more than 20 million yuan before the age of 65.

5. Since it is difficult for citizens to do one profession for a long time, various professions can be converted to each other to achieve the goal of accumulation. Specifically, they can be converted like this. Every month that office workers pay 6 insurances can be converted into a total profit declaration of 10,000 yuan for individual self-employed occupations and a total profit declaration of 50,000 yuan for business owners. If an office worker only pays 6 insurances for a total of 120 months, the other 280 months can be replaced by 180 months of 1.8 million yuan of profit declaration for individual businessmen and 100 months of 5 million yuan of profit declaration for business owners, or any combination can be made.

6. To prevent fraud, the following penalties will be imposed: Office workers are prohibited from hiring units to pay for 6 insurances if the employee has not worked for 20 days in a month. When reporting free pension data, if fraud is found, the unit and individual will be subject to corresponding administrative penalties. For each false report of 6 insurances in one month, the enterprise will be fined 2,000 yuan and the individual will be fined 200 yuan. Individual merchants are prohibited from falsely reporting total profit data. When reporting free pension data, if fraud is found, an administrative fine of 3 times the false total profit will be imposed. Business owners are prohibited from falsely reporting total profit data. Article 10. Free disability protection

1. All citizens with congenital or acquired disabilities can receive monthly disability living security, which only applies to 4 types of disability: including physical disability (missing arms and legs), eye disability (blindness), mental disability (mental abnormality), and severe disability (inability to take care of oneself).

2. In the case of living with parents, grandparents, children and family members: those who have self-awareness and can take care of themselves can go to the corresponding exclusive disabled vocational center to work and receive wages, or choose to do business part-time after work, etc., to earn more living expenses to improve their lives. In addition, each person can receive an additional 200 yuan disability subsidy per month, and the total cumulative amount will be received until the disability is cured or 3 years. If the disability is cured using free medical services, you can only receive 200 yuan per month for another 3 months of disability transition security, and then rely on your own work to earn money.

3. In the case of applying to live in a disabled service center: those who have self-awareness and can take care of themselves can go to the corresponding exclusive disabled vocational center to work and receive wages, or choose to do business part-time after work, etc., to earn more living expenses to improve their lives, and can continue to stay in the disability center for free food, accommodation and work, or choose to go home and live with their loved ones.

4. You can only choose to live with your family and live in a disabled service center at the same time. Each person has only three free stays in a disabled service center in his life. Living there for one month counts as one time, and living there for ten years counts as one time. You must accept work within your ability to help reduce the burden of the disabled service center.

5. If a disabled person has no self-awareness or cannot take care of himself, the severely disabled service center will take care of his daily life. If he has no self-awareness for more than one month or cannot take care of himself for three months, his immediate family members will sign for euthanasia. If the immediate family members or the person does not want euthanasia, they can take him home to take care of him or her at their own expense.

Article 11. Free crematorium urn cemetery services

From the moment of death, all citizens can enjoy a series of services such as funeral homes, crematoriums, and cemeteries. The funeral home service center collects 50% of the funeral insurance balance, and the cemetery management center collects 50% of the funeral insurance balance. Relatives can go to the cemetery for simple mourning until the ashes or remains are placed in the cemetery for rest. If you apply for burial in a cemetery, you need to pay an additional fee of 10,000 yuan. Burial can only be done in disposable, easily decomposable packaging. Relatives can visit the cemetery freely later.
