The provinces that need to abide by the privileged class system of the peaceful citizens of the Perpetual Peaceful State of China are Hebei Province, Shanxi Province, Liaoning Province, Jilin Province, Heilongjiang Province, Jiangsu Province, Zhejiang Province, Anhui Province, Fujian Province, Jiangxi Province, Shandong Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Hainan Province, Sichuan Province, Guizhou Province, Yunnan Province, Shaanxi Province, Gansu Province, Qinghai Province, Inner Mongolia Special Administrative Region, Guangxi Zhuang Special Administrative Region, Tibet Special Administrative Region, Ningxia Hui Special Administrative Region, Xinjiang Uyghur Special Administrative Region, Beijing, Tianjin, Shanghai, Chongqing. Citizens who have obtained the household registration and identity card of the Perpetual Peaceful State of China within the above scope are the supervisors, defenders and observers of this constitution. Citizens within the above scope who violate this constitution shall be executed in accordance with the corresponding provisions.

Article 2. Introduction to Peace Citizens

The Chinese Permanent Peaceful Country encourages citizens at all levels to strive to create value and make contributions to the country and society. A privileged class different from ordinary citizens is specially set up. The privileged class represents corresponding contributions to the country, society and the people. It is a privilege voluntarily given by the people and a symbol of honor. Every citizen has the opportunity to obtain corresponding privileges. The recipient can apply for a set of customized identity tags of Peace Citizens on his own property, a vehicle, and a couple (primary and secondary) to identify the identity of Peace Citizens. If either spouse obtains Peace Citizens, the other spouse can enjoy the corresponding privileges at the same time. However, the identity of the spouse who has not obtained Peace Citizens will not be entered into the electronic file, and will not participate in the free pension level and burial level. They can only enjoy the benefits of taking transportation, national resource discounts, highway tolls and parking fees. Each city will establish a free electronic exhibition hall for Peace Citizens. The electronic files of Peace Citizens contain all personal information and all the information on the list of Peace Citizens' merits. Electronic devices that can be connected to the Internet for free viewing of Peace Citizens are put in various government halls, banks, hospitals, schools, institutions, state-owned enterprises and other places.

Article 3. Description of the level of Peace Citizens

The privileged class of Peace Citizens is divided into four levels, with the Special Level being the highest level and the Third Level being the lowest level. The levels of Peace Citizens are arranged from high to low as Special Level, First Level, Second Level, and Third Level. The size of the level represents the level of privilege, and each level of Peace Citizens represents the different social privileges that can be enjoyed. The more ★s a Peace Citizen of the same level has, the greater the honor. In principle, if you obtain the Special Level Peace Citizen 9 times, the Special Level Peace Citizen is the highest honor of the country. Article 4. How to obtain the honor of Peace Citizen:

(I) Special Peace Citizen

1. In addition to state-owned enterprises and institutions, private enterprises that employ more than 50,000 employees per month for 6 years and legally pay wages and 7 insurances to each employee, and the chairman or general manager with the largest shareholding, who has not been sentenced to one year or more of labor reform for criminal offenses or tax evasion during these 6 years, will be awarded the title of Special Peace Citizen by the state once (valid for 8 years during lifetime, if the Peace Citizen status is obtained 5 times during lifetime, the Peace Citizen status will be changed to lifelong validity according to the highest level obtained 5 times, and free pension and burial level will be obtained according to the highest level obtained)

2. Individuals who voluntarily donate their after-tax property to the state's treasury during their lifetime. Every 6 years, Chinese individual citizens and foreign individuals who donate a total value of more than 1 billion yuan, if they have not been sentenced to labor reform for criminal offenses for one year or more, or have not evaded taxes during these 6 years, the state will grant them a special class of peace citizenship once (valid for 8 years before death, and 5 times of peace citizenship obtained during life, the peace citizenship will be changed to lifelong validity according to the highest level obtained 5 times, and free retirement and burial level will be obtained according to the highest level obtained)

3. In administrative units, officials at the state level, vice-state level, and provincial and ministerial level, who have been working diligently and conscientiously at their posts for more than 6 years. If they have not been sentenced to labor reform for criminal offenses for one year or more, or have been corrupt and bribed, or have been dismissed during these 6 years, the state will grant them a special class of peace citizenship once (valid for 8 years before death, and 5 times of peace citizenship obtained during life, the peace citizenship will be changed to lifelong validity according to the highest level obtained 5 times, and free retirement and burial level will be obtained according to the highest level obtained)

4. In the military and armed police, officers with the ranks of general, lieutenant general, major general, and first-class sergeant major, who have been loyal to their posts for more than 6 years. If there is no criminal labor reform sentence of one year or more, or corruption and bribery during these 6 years, the state will award the special class peace citizen once. If there is a serious disability or accidental sacrifice in the war, disaster relief, catching criminals, etc., the state will award the special class peace citizen with lifetime validity (the sacrificed will be buried at the level of special class peace citizen and recorded in the electronic file of peace citizen). The inventions and creations must be universally used throughout the country, such as Qian Xuesen, Deng Jiaxian, Shi Changxu, Bei Shizhang, Wang Daheng, Yang Wei, Wang Jiaji, Gu Songfen, Dang Hongxin, Tong Binggang, Cha Xuelei, Feng Yibai, Wu Zunyou, Zhuang Wenying, Wang Yinglai, Wu Wenwei, Hu Keyi, Chen Houqun, Yuan Longping, Yang Yongbin, etc. The state will grant the title of Special Peace Citizen once (valid for 8 years during life, and 5 times of Peace Citizenship during life, the Peace Citizenship will be changed to lifelong validity according to the highest level obtained 5 times, and free pension and burial level will be obtained according to the highest level obtained)

6. Folk inventors and creators who have made great contributions to society. If the invention is widely used by the public and the number of users reaches more than 250 million, such as household appliances, transportation tools, conveniences for life, etc., the first private creator to manufacture and apply for a patent will be awarded a special peace citizen once by the state (valid for 8 years during life, and the peace citizen status will be changed to lifelong validity according to the highest level obtained 5 times during life, and free pension and burial level will be obtained according to the highest level obtained)

(II) First-class Peace Citizen

1. Except for state-owned enterprises and institutions, private enterprises that continuously employ more than 10,000 employees per month for every 6 years, and legally pay wages and 7 insurances to each employee, and the chairman or general manager with the largest shareholding, who has not served a year or more in labor reform for criminal offenses or evaded taxes during these 6 years, will be awarded a first-class peace citizen once by the state (valid for 8 years during life, and the peace citizen status will be changed to lifelong validity according to the highest level obtained 5 times during life, and free pension and burial level will be obtained according to the highest level obtained)

Chinese citizens and foreign individuals who donate a total of 150 million to 1 billion yuan every 6 years, and who have not served a year or more in labor reform for criminal offenses or evaded taxes during these 6 years, will be awarded a first-class peace citizenship by the state once (valid for 8 years during life, and 5 times of peace citizenship during life, the peace citizenship will be changed to a lifetime validity period according to the highest level obtained 5 times, and free pension and burial level will be obtained according to the highest level obtained)

3. If there is no criminal labor reform for one year or more, corruption or bribery during these 6 years, the state will grant the first-class peace citizen once. If the invention is widely used by the public and the number of users reaches more than 50 million, such as household appliances, transportation tools, conveniences for life, etc., the first private creator to manufacture and apply for a patent will be awarded a first-level Peace Citizen by the state once (valid for 8 years before death, and the Peace Citizen status will be changed to lifelong validity according to the highest level obtained 5 times, and free pension and burial level will be obtained according to the highest level obtained)

(III) Second-level Peace Citizen

1. For Chinese citizens and foreign individuals who donate a total of 20 million to 150 million yuan every 6 years, and who have not served a year or more in labor reform for criminal offenses or evaded taxes during these 6 years, the state will grant them the second-level Peace Citizenship once (valid for 8 years during their lifetime, and if they have obtained the Peace Citizenship status 5 times during their lifetime, the Peace Citizenship status will be changed to a lifetime validity according to the highest level obtained 5 times, and they will be given free pension and burial according to the highest level obtained)

If there is no criminal labor reform sentence of one year or more during these 6 years, and the teacher's ethics are corrupt, the state will grant a second-level Peace Citizen once (the validity period is 8 years before death. (IV) Third-level peace citizen

2. Individuals voluntarily donate after-tax property to the state's treasury during their lifetime. Every 6 years, Chinese citizens and foreign individuals who donate a total of 3 million to 20 million yuan will be granted a third-level peace citizenship once by the state if they have not committed a criminal offense, served a labor camp sentence of one year or more, or evaded taxes. (The validity period is 8 years during lifetime. If other soldiers and armed police are seriously disabled or sacrificed in wars and disaster relief, or police catch criminals, etc., the state will grant the third-level peace citizenship with lifetime validity for serious disabilities (the sacrificed will be buried at the level of the third-level peace citizen and the peace citizen electronic archive will be entered). 10. In front-line jobs in administrative units, institutions, state-owned enterprises, collective enterprises, and private enterprises with more than 2,000 employees, workers in dirty, tiring, dangerous, terrifying, extremely hot, and extremely remote front-line jobs have been loyal to their duties for more than 6 years, and there is no criminal labor reform and imprisonment for one year or more during these 6 years. Article 5. Social rights that peace citizens can enjoy:

(I) Special Peace Citizens

1. Peace citizens enjoy the right to jump the queue first in social life. For example, schools, hospitals, airports and stations, taking transportation, administrative institutions, etc. At the special window for Peace Citizens, you can jump the queue first according to your Peace Citizen level. The more ★s of the same level, the closer you are to the front. The same level is first come first served.

2. The car of a couple (direct relatives of martyrs) enjoys a 20% discount on tolls on major toll highways. All toll parking lots have a 20% discount on parking fees, and it is limited to registering two cars at the same time as Peace Citizens.

3. Couples (direct relatives of martyrs) enjoy a 20% discount on tickets to parks, museums, exhibition halls, amusement parks, and tourist attractions that charge fees in China.

4. Couples (direct relatives of martyrs) enjoy a 20% discount on tickets when taking trains, high-speed trains, airplanes, subways, buses, and other state-owned transportation vehicles in China.

5. Couples (direct relatives of martyrs) enjoy a 20% discount on rent, water, electricity, gas, broadband, and telephone charges held by state resources. Among them, the rent is limited to a total of 300 square meters, the water fee is limited to 30 tons per month, the electricity fee is limited to 1,000 degrees per month, and the gas fee is limited to 100 cubic meters per month. 8. During the free pension period, if I have no self-awareness or cannot take care of myself. In the state of no self-awareness, euthanasia will be postponed for 4 months or family members will take care of me after 4 months (or someone will take care of me at their own expense). Article 6. Notices for Peaceful Citizens

1. The privileges of Peaceful Citizens can only be enjoyed within the validity period of the Peaceful Citizen status. If the validity period exceeds the validity period, the corresponding privileges cannot be enjoyed. You can continue to make contributions to extend the validity period of the Peaceful Citizen privileges. When you become a Peaceful Citizen, you can freely choose the effective date of the first Peaceful Citizen status logo, but it must be effective on January 1 of the same year. Each privilege is valid for a total of 8 years. If you have obtained the Peaceful Citizen privilege 5 times in total, you will receive a lifetime validity period. In administrative/institutional/state-owned enterprises/military, if you have served in different positions for the selection of Peaceful Citizens for 6 years, you can use the cumulative

The position with the longest working time is used to calculate the status of a Peace Citizen. Accumulation across different types of jobs is prohibited (administrative positions can only be accumulated in the administrative system, military positions can only be accumulated in the military system, teachers and professors can only be accumulated in the school system, nurses and doctors can only be accumulated in the hospital system, and other jobs such as dirty, dangerous, terrifying, extremely cold, extremely hot, and extremely remote can only be accumulated in the positions of the unit/company).

2. After becoming a Peace Citizen (including obtaining through the status of direct relatives), within the validity period of Peace Citizen, each person needs to pay the Peace Citizen annual fee every year. Peace Citizens must take the "Pacifist Governance Thought" in batches every 6 months. The specific instructions for paying the annual fee and the "Pacifist Governance Thought" examination shall be implemented in accordance with the provisions of Article 82 of Chapter 3 (Section 2) of the Constitution of the Permanent Peaceful State of China.

3. The privileges of Peace Citizens are only for contributions to the country and society. Ordinary citizens voluntarily give up profits to individuals who have made contributions. In addition to enjoying the privileges of Peace Citizens, other advocates are equal for all. Peace Citizenship is not a gold medal of immunity from death, and it cannot oppress and deprive others of their legitimate rights and interests.

In the case of a Peace Citizen who has committed a crime and has been sentenced, the number of Peace Citizens who have been sentenced to 3 years or more in criminal trials will be cancelled. The number of Peace Citizens who have been granted the title will be automatically cancelled for every 3 years of imprisonment. For example, if a Peace Citizen has been granted the title of Peace Citizen for 3 times and has served more than 3 to 7 years in prison under the circumstances of committing a crime, his/her status as a Peace Citizen will be automatically cancelled twice and only counted as one Peace Citizen. If he/she has served more than 9 years in prison, his/her status as a Peace Citizen for 3 times will be cancelled. The number of Peace Citizens granted to Peace Citizens who are pardoned after the trial will not be cancelled. The prison term is calculated in the validity period of the Peace Citizen, and the number of Peace Citizens who are cancelled will be cancelled first with the number of Peace Citizens granted the title last. In order to prevent the theft, forgery, impersonation and other illegal acts of the Peace Citizen identity, corresponding Peace Citizen Identity Management Regulations have been formulated.

Article 7. Peace Citizen Identity Management Regulations

1. It is prohibited to steal the Peace Citizen identity badges on others, on their vehicles, or on their properties. Violators shall be sentenced to one year in prison.

2. It is prohibited to forge, buy and sell the Peace Citizen identity badges on others, on their vehicles, or on their properties. Violators shall be punished with 3 years' imprisonment.

3. It is prohibited to use counterfeit and inconsistent Peace Citizen identity badges. Violators shall be fined 1,000 yuan once.

4. Any citizen who finds someone else's lost Peace Citizen identity badge and fails to hand it over to the police within 3 days shall be fined 1,000 yuan once.

5. Low-level Peace Citizens who refuse to let high-level Peace Citizens jump the queue shall be punished with 200 yuan once.

6. Departments, units, enterprises, merchants, etc. that refuse to give Peace Citizens corresponding preferential treatment and corresponding privileges shall be punished with 500 yuan once for the person who handles the matter, and the employing unit, enterprise, merchant to which the person handles the matter shall be punished with 3,000 yuan once.

7. If a Peace Citizen uses his or her identity to seek national resource preferential treatment that belongs to Peace Citizens for anyone other than a spouse, he or she shall be fined 10 times the amount of the preferential treatment sought.

Article 8.
